"...Regarding the reduction of population of stray
animals, the National Veterinary Office supports the proposed
in the document strategies and measures.
The opinion of the experts is that the major elements
for controlling the population of stray dogs is permanent
identification of pets, upkeep of national register, promoting
neutering by introducing a tax for non-neutered animals
and controlling the population of strays by neutering
and their release back to the site of capture until their
steady reduction and consequent gradual collection of
the dogs in shelters."
